ENRIQUE SEGURA QUIÑONES
Lawyer specializing in International Business Law and Regulated Sectors at the CEU Business School, Madrid, Spain, and in State Administration Law, at the University of Salamanca, Spain. He completed studies in International Commercial Arbitration (American University, Washington, USA), studies in Commercial and Corporate Law and in Corporate Taxation.
Legal advisor and analyst in the sectors of energy, gas, water, environment, migration, foreign investment, mergers and acquisitions, tourism and telecommunications.
He has worked as a consultant on legislation in regulated sectors; in advising on various projects for U.S. and European companies; in the drafting of commercial contracts at the local and international level; in the reorganization of corporate governance of companies to enter the Dominican Republic Stock Exchange; in obtaining administrative and environmental licenses to operate projects in the Dominican Republic; in consultations on arbitration in regulated sectors and as advisor to certain regulated entities in the Dominican Republic, such as those concerning the electricity, water, environment, telecommunications, fuels and banking sectors.
He was Vice Minister of Domestic Trade at the Dominican Republic’s Ministry of Industry and Commerce, where he was in charge of promoting and generating initiatives and strategies to develop national production, regulate the supply of goods and services, implement a culture of quality in national production and ensure regulatory consistency in the sector.
He has been a professor at the Pontificia Universidad Católica Madre y Maestra (PUCMM), teaching Private and Public International Law, Administrative Law and Environmental Law. Mr. Segura was a member of the Board of Directors at the Reserve Bank of Dominican Republic (Banreservas), president of the Risk Committee and member of the Compliance, Regulatory and Money Laundering, General Audit, Corporate Audit and Remuneration and Compensation Committees.

Lawyer with specialization in Business Law, with studies in special contracts, negotiation and commercial management, immigration law, tax law and labor legislation. She has specialized in matters related to Law 108-05, regarding real estate registry and its regulations, as well as in the area of corporate law.

CÉSAR JACOBO MERCEDES (Of Counsel)
Attorney at Law with specialization in Business Law, with studies in Civil Procedure from the Pontificia Universidad Católica Madre y Maestra. Mr. Jacobo has specialized in matters related to Law No. 189-11, on the development of the mortgage market, the trust and its regulations, as well as in the area of corporate taxation, labor law, family law and administrative law. During his career, he has worked for the Attorney General's Office of the Dominican Republic (PGR), as Responsible for the Follow-up of International Conventions Against Corruption, representing the Dominican State before various international organizations and as a category I lawyer.
In private practice, he has experience in the areas of civil procedure, administrative law, corporate law, contracts, energy, telecommunications and foreign investment. MANUEL BATISTA CASTILLO (Of Counsel)
Lawyer with extensive experience in the practice of law, both in the public and private sectors. He has provided services since 2004, specializing in Corporate Business Law and matters related to regulated sectors, with dedication to the areas of: law of obligations, negotiation and drafting of all types of contracts, electricity law, national and international commercial arbitration (Ad hoc and institutional), investment arbitration, alternative dispute resolution mechanisms (mediation, conciliation), civil procedure, liability for damages, public procurement and contracting, public credit, free access to public information, telecommunications law, computer law, cybercrimes, commercial and administrative law.
He began his career as a lawyer in the legal department of the Corporación Dominicana de Empresas Eléctricas Estatales (CDEEE), which is the leading entity coordinating all strategies, objectives and actions of the state-owned electric companies, where he became deputy legal director.
Mr. Batista Castillo has also been a professor at the Universidad Iberoamericana (UNIBE), the Universidad Autónoma de Santo Domingo (UASD) and the Pontificia Universidad Católica Madre y Maestra (PUCMM), both as full-time and substitute professor. Since 2009, he has been teaching Introduction to Civil Law I and II at the Universidad Iberoamericana (UNIBE).
